Climate itself represents one of the most significant external forcing mechanisms with respect to surficial environmental processes. Climates that are
systematically changing in response to anthropogenic warming necessitate a closer examination of global and regional water cycling and surficial and
subsurface water availability. These changes to surficial water are already increasing vulnerabilities of ecosystems and of human society. Understanding the
ways in which climate change affects water resource variability is essential to the broader policy goal of sustainable development in different parts of the world.
